Sapporo Arc Plot: Three Factions, One Killer and a City Full of Gold-Hunters
The Final Chapter opens with Sugimoto and Asirpa back in Hokkaido after Sakhalin. With Shiraishi, they restart the gold hunt and strike a deal with Bōtarō the Pirate, an escaped convict who carries one of the tattooed skins. Their next target is another convict, Keiji Uezi, who seems to have headed for Sapporo.
Sapporo is already bleeding. A serial killer is murdering prostitutes, and every faction suspects one of the escaped convicts. Lieutenant Tsurumi, still hunting Asirpa because she holds the key to the gold, sends Sergeant Major Kikuta and Private Usami into the city. Hijikata's gang arrives with the same idea. Three groups, one killer and a map drawn on human skin: it is the most crowded the series has ever been.

The real fight is not for a murderer. It is for the tattooed skins, the pieces of the map that lead to the Ainu gold. Tsurumi wants the gold to build something for his soldiers. Hijikata wants it to raise an independent Hokkaido. Sugimoto wants a share to keep a promise to a dead friend, and Asirpa wants to decide for herself what her people's gold should mean. The season's back half drags all four agendas onto the same rails, and that is where the Runaway Train arc picks up.
