Is Detective Conan Movie 29 Worth Watching? My Review of Fallen Angel of the Highway

Got to see the movie a while ago, but didn't have time to write out the review. Spoilers ahead as usual.

Character Focus

As we have suspected, the primary focus on the movie is Chihaya, her famed motorcycle riding skill, and her relationship with Jugo, with the collateral of the plot prominence being the other major characters that have been with us since the start of the series.

• Kogoro and Sonoko: Generally relegated to being information provider & influential connector (Sonoko, per recent movies) and cooperation with the police (for Kogoro). Kogoro sadly doesn't get to participate in the story's later half despite being involved with the Lucifer incident from the start.
• Ayumi/Genta/Mitsuhiko/Ai/Agasa: To say the movie doesn't do them justice like One-Eyed Flashback is understatement. Despite them being at the testing site for the "headless biker" (the automatic system of the Lucifer bike), they only have slight spotlight with almost being kidnapped by the villains but was saved by Ryuzato and her underling on whim before then. Ai is again relegated to just being "info searcher" like previous movies.
• Ran: A total miss in prominence. Despite having time to go investigate and be with Conan majority of the time, she is relegated to being damsel in distress and hostage for the villains in the last section of the movie, simply because Conan left her alone to chase after them. Basically, what Movie 28 did right in bringing the bond between her and Conan/Shinichi back to spotlight, this one doesn't.
• Masumi: Joined the movie due to her being motorcycle enthusiast and being connected to one of the murder victims. Fortunately, she is handled better and is more helpful by not bottlenecking the important information, and she gets a join up battle with Conan multiple times.
• Chihaya and Jugo: Chihaya gets to be Conan's primary investigation partner for most of the movie, teasing/bickering romance with Jugo as the second, and motorbike duel against one of the antagonists (who turned out to be her superior). Jugo gets to run around investigating the crime and saves her in the end from the falling from helicopter.
• Yumi and Naeko: Joined the show as extras and chasing the villains. No plot prominence.
• Jinpei Matsuda and Kenji Hagiwara: Sadly just fanservice cameo at this point to support the romance between Chihaya and Jugo. No more, no less.

The Antagonists' Plan

• Group 1: Kazuaki Okamae and his minions. Engineer and developer of automatic bike at front, but his goal is to collect data from various riders (including Chihaya) by running underground racing group, create ultimate bikes, and selling them to military (aka your generic greedy villain). Tried to kidnap and silence the Detective Boys for witnessing the test run of the bike, and later kidnapped Ran to be used as hostage to escape.
• Group 2: Kiriko Ryuzato and her underling John Powder. Mainly revenge for her long lost and dead younger brother Naoyuki Sasaki the first victim, who joined the underground group founded by Okamae and ended up being silenced. Has some interesting interaction with Ran (like encouraging her to train to drive motorbike) and does save the Detective Boys from Okamae (probably because she doesn't want children, like her long lost brother, to be involved), but otherwise very limited role.
• 3: Ichika Asagi. Collateral victim due to injury on a case Chihaya was supposed to go (she took a day off due to Jinpei's death). After being unable to drive police motorcycle as before, she moved to desk job but actually ended up becoming Lucifer due to her desire to drive again (possible via automatic bike) and eventually resigned in order to have "a last race" with Chihaya. Overall, a very unhelpful witness.

Events, Antagonists and Movie Pacing

Events centered around the new automatic driving motorbikes the "Angel" meant to be used in military and police, but the mysterious Lucifer biker begins wreaking havoc and chasing many seemingly unrelated people, which is a fine mystery on paper. However, the problem in the very low number of suspects mean that Kazuaki Okamae the engineer and developer of Angel (and Lucifer) is going to come up on the radar early on, more so with Kiriko Ryuzato and her underling John Powder being shown on the other side by saving the Detective Boys from being kidnapped (albeit on whim), and Chihaya's superior Ichika Asagi being used as the red herring for most of the first half of the movie regarding her desire to have a "last race" with Chihaya.

Because the reveal of the gathering data to build powerful automatic motorbike from illegal underground race group, as well as Chihaya and Asagi's racing skill by Okamae was revealed 3/4 way into the movie, it has to compensate by conveniently making Ran a hostage of Okamae and his co-hort(s) in their car as they make their escape, with the reveal of Ryuzato's being connected through her being long lost sister of the first victim thrown in shortly after. Additionally, the fact that all the automatic motorcycles were booby trapped with bombs totally went under the police's mind is very unbelievable.

Overall

With everything happened and despite some "interesting start", I sadly have to rank it in the same group as Zero the Enforcer and the Scarlet Bullet: limited investigative story, giving too much focuses on the "cool characters" that ruin the others' role and spotlight, and not treating the long run characters like Kogoro/Ran/Ai/Ayumi/Genta/Mitsuhiko with well enough respect.

My Ranking for Movies 21 to 29

1. The Fist of Blue Sapphire: Still has the most excellent mystery part.
2. The Bride of Halloween / Black Iron Submarine / One-Eyed Flashback: Each have their own strengths and give great focus to older characters.
3. The Crimson Love Letter / The Million-Dollar Pentagram: Have a feeling that movies with Heiji and Kazuha keep dropping in quality. Probably because Kazuha's repeated exclusion from the main mystery unlike Movie 7 (Movie 10 at least has her participate in the exciting B plot of catching the culprit alongside the others).
4. Zero the Enforcer / The Scarlet Bullet / Fallen Angel of the Highway: These three are sadly on the lower tier. At least movies after Zero the Enforcer seems to realize that even if Amuro is the "popular guy" of the franchise, he isn't a character to write with easily due to not sharing "personal bond" enough with the main character due to his secrecy.

Gotta keep Movie 30 in a good hope for now, since Ran's return to the spotlight as the star of the movie might means better writing and good mystery. Still have to keep in mind that it might never meet the early half (1 - 15)'s standard again though.
